Buterin is a LessWrong fan, so when he says "artificial intelligence" he means "made-up AI", not "anything anyone actually working on AI means when they say 'AI'".

He once stood up in front of a crowd to get them to fund his development of a quantum computer. He didn't have a plan for one of course, so what he was going to do was simulate it on a classical computer, which would totally count as quantum computing. Sadly for his Fields Medal hopes, they didn't buy it. His pitch was that he was going to use this quantum computer to corner the Bitcoin market.
